No. Borders are added by your browser on your own device.
An outside border adds new space around the picture, so the image gets bigger. An inside border paints over the outer edge of the picture, so the image keeps its size.
Tick "Transparent border" for an empty frame, or use the rounded corners slider. Both leave transparent areas, so save as PNG or WEBP. JPG cannot be transparent and fills those areas with the border color.
